Literature about this organisation usually says it was administered by DEST and funded by Systemic Infrastructure Initiative, which may be true for the most part, but they also say it was established under that initiative and/or Backing Australia's Ability, however those policies were launched in 2001, whereas APAC was launched in 1998. 1998 was still under the Howard Government, so it is probable that the name "Backing Australia's Ability" was floating around before the 2001 launch.
