I finished translating and updating the page, though there may still be some errors and mistranslations. Two points that I'm especially not confident about are:

(Is 下り relevant to be translated below, and what 区間 is "この区間" referring to?)

2004年（平成16年）12月 - 沖館方面下り442m融雪開始。
2006年（平成18年）2月 - 本町方面、交差点付近138m融雪開始。この区間から沖館方面253mも2006年冬に融雪開始予定。

Does anyone know what the proper technical translation is for "高強度コンクリー"?

This is my first Wikipedia edit, too, so please be sure to check for formatting errors as well.
