Group D, Finland and Netherlands

As both Finland and Netherlands have same number of wins and losses at 2-1, we compare percent of Matches won to break the tie,which is 66% for Finland and 55% for Netherlands, to Finland holds first position in Group D. This is my reasoning to place Finland on top of Nederlands. Correct me if I am wrong Radical Odessy (talk) 09:49, 18 September 2023 (UTC)

According to ITF Davis Cup official regulation (here's the pdf: [1], rule 58.2.2.3), if two different Nations are tied in the final standings, then head-to-head rule is applied; that means, I think, since the Netherlands defeated Finland, they should top their group. On Davis Cup website, I also found this article [2], in witch they explicitly said that «Despite the narrow defeat, [...] in the draw on Tuesday, the Netherlands could face Novak Djokovic's Serbia or the talent-rich Italians»; then, since both Italy and Serbia ended up second in their respective groups, we can assume that also on the website they consider the Netherlands as topping Group D.
