Q: Should I create a separate, new, better version of this essay/template/article/other thing?
A: No.
Instead, improve the existing version, or if it's totally unsalvageable, replace it. Forking adds to the maze of redundant pages on Wikipedia, bringing myriad problems, and creates work for other editors who later try to consolidate them.
