Given that the Ministry of Health was devolved to the provinces in June of 2011, a statement to that effect should be the lead sentence rather than a footnote on this topic. The MOH website now has simply a scrolling sentence that "This ministry has been devolved as per Federal Government Notification No. 4-9/2011-Min.I"
