Where is the 6 point plan? Why do we have to make do with Al Jazeera's draft?

The 'peace proposal' section states that the opposition was in breach of section 2 by not making commitments in writing, however, looking at section two, as enumerated in the 'six point' section, there's no mention of needing things in writing. Further, the line in the peace proposal section comes without a citation. If I remember correctly, the FSA agreed to honor the ceasefire, so long as the government did.
