- Primary NM targets are not urban areas, where only civilians live, but military bases, especially NM ones.

If it were just the red circles indicating primary targets of a Soviet first strike against US strategic nuclear assets it might make sense but to include the resulting fallout zones seems to indicate that nothing else would happen afterward even though using the terms: "primary targets" strongly implies the existence of secondary targets and so on.
