Unless I'm very very wrong the caption of this photo is WRONG!
The "old road" is in-fact the old road with the wearing course (ie. the very top layer) planed off - so this is in fact "the old base course".
However, they is a VERY small chance that this road was in really really bad condiction AND they have decided to resurface this road in a very unsystamatic manner - both of which i think are unlikly.
If anyone agrees with me - please change and correct the caption of articles containint this photo.
