Copyright notices conflicting, ambiguous edit
The rights / copyright information on this is VERY strange and self-contradictory.
In one section, it says this is a work derivative of other works that are subject to certain license requirements.
But below that information is a section saying this is the work of a U.S. government employee, done for the government, and is therefore in the public domain (which would make it free of any license requirements).
WHICH IS THE TRUTH?? It canNOT be BOTH.
