My only issue with this graphic edit

Incorrect Lake Level, and misleading coloring edit
Why is there blue coloring all the way above the annual high water mark? It should be at the Normal Lake Level The lake level is actually mismarked: it says 1 foot but is marked around 8 or 9 feet.
