FAIR USE, not FREEDOM OF PANORAMA I believe this can still be used only under Fair Use guidelines. Freedom of panorama is for artwork which is installed outside/ in public spaces. This is simply a copy of an artwork which still is under copyright inside a museum. It has been reproduced for display outside with (I assume) the permission of the artists' estate. But that does not then take away the rights of the original image/artwork. Sort of like when there are advertising photos of artwork posted outside to promote an exhibit, that does not then take allow anyone to use that image. Too bad in this case, the Picasso estate would do well to release this image as part of "Patrimonio Cultural de la Humanidad" World Cultural Heritage.
