I don't believe that this map is accurate. In the novel, the real-world U.S. is divided as follows:

--Pacific States of America (PSA): As shown in the map, part of the Greater East Asian (or Pacific) Co-Prosperity Sphere, i.e. under effective Japanese occupation.

--Rocky Mountain States (RMS): A buffer state, politically neutral. Frequented by agents of Japan and Germany. Not shown on the map.

--The United States of America: the Germans leave the remainder of the country intact but under a collaborationist government à la Vichy France. Strong German diplomatic and military presence. Although Dick does mention "the South" in one passage as if it were a separate nation, he speaks elsewhere of the U.S. as if its boundaries, aside from the detachment of the PSA and RMS, remained intact. (The genocide against African-Americans that apparently has taken place in the southern states probably has occurred at the hands of Americans enabled by Nazi racial theory, not by the Nazis themselves directly, although this is just my opinion.)

Furthermore, Canada is not, as shown, under the control of Germany, since Bob Hope broadcasts anti-Hitler propaganda from there. These discrepancies seem to me great enough to justify deletion of the image. I would hope that its creator would be able to revise and re-post a corrected version (and I do appreciate his or her detailed work--what a great book!).
