According to the Luxemburgois IP law (https://www.wipo.int/wipolex/en/text/585393) – Section II, para 10, no. 8° – the following are not copyrightable: Official acts of a public authority and their official translation. It is unimaginable that the design of an official national identity document would not be introduced by an official act or included in official acts (for instance, in official notifications to the EU/PRADO).
