PD-California license

The problem with this photo and this license, to me, is that there's nothing to identify that the photo was taken by a California State employee. If you look at the other photo File:Wesley Shermantine.jpg, it's very clear this is a San Quentin photo. We hope (talk) 18:59, 4 September 2014 (UTC)
