Borders not clear

The city of London here has no boundary separating it from the City of Westminster, but you can't really see it in smaller size in an article page. Newham from Barking and Dagenham are separated by a faint thin blue line, a river, but there is no black line so it looks like they are one borough, as there there are many rivers shown that are not borders. Motorways are also drawn over the top of the borders/black lines, when it should probably be the other way.

Help changing image

I am trying to upload this image to replace the current Greater London outline map image (this one) I have uploaded newer versions of existing images before but this one is not letting me I think it maybe protected. My newer version is only a slight alteration making the boundaries clearer between Newham and Barking and Dagenham - Ealing and Hounslow - and City of London and the City of Westminster.
