I don't think this image qualifies under "fair use," even as explicitly stated in the fair use tag itself:
- "Use of historic images from press agencies must only be used in a transformative nature, when the image itself is the subject of commentary rather than the event it depicts (which is the original market role, and is not allowed per policy)"
In the article where this image is used, there is no commentary about the photo itself, and it is only used as an illustration of the event it depicts.
