Hello. For as a long as a person who is the subject of a biography on Wikipedia is still living, non-free photos (even uploaded under a claim of fair use) are rarely acceptable for the purposes of illustration - they are deemed to be replaceable because a free alternative could be made and uploaded at any time. If you have permission to license this photo of Mr Ross for use on Wikipedia, please have a look at this page; permission can be sent to Wikipedia via an email to permissions-en@wikimedia.org.
