The artist is clearly Clarence Hailey (it's a signed painting), who died in 1949. It's not out of copyright until 2020 in the UK (PD-70 art). I've uploaded a few of his photographs at English wiki but they were all published before 1923, no so with this painting. Froggerlaura ^ribbit 18:01, 12 April 2012 (UTC)
