In a cipher, you'd typically use an IV to prevent replay attacks, but now we want to calculate a MAC over some message. For MAC calculation, replaying is the goal, not the issue, so no IVs are typically included and it's set to zero here. 193.190.253.145 (talk) 11:47, 29 March 2019 (UTC)
