billsretroworld.com does not exist any more, and has been offline for quite awhile. His site used to be a collection of unattributed images of things long forgotten. But his site is gone now and furthermore he does not appear to be the legitimate owner of the image. I tracked the image down to the following location, this appears to be the legitimate source of the image. DNR Michigan.gov their terms of use appear to be mostly compatible with using it on wikipedia. But I leave that for a copyright expert to sort out, they strictly forbid commercial use without their permission but do allow for educational use.
