Tom Carney, commander of Task Force 73, after touring the Military Sealift Command rescue and salvage ship USNS Safeguard (T-ARS 50) during Cooperation Afloat Readiness and Training (CARAT) Cambodia 2011. CARAT is a series of bilateral exercises held annually in Southeast Asia to strengthen relationships and enhance force readiness.
