Not replaceable with free media because (WP:NFCC#1)	The portraited person is dead. Scanning the web, the only other portraits that could be found are actually variants of the same picture, but larger in size than this one.
Minimal use (WP:NFCC#3)	It will only be used for illustration and identification purpose in a single article about the person. It is an extremely reduced version of the file only 6 KB in size.
Respect for commercial opportunities (WP:NFCC#2)	The fact that the picture was used on a "honour site" of the University of Arizona while the person was still alive makes me believe that it was used there with her consent. We use it for documentation and identifiction purposes as well and have no commercial interest either. If using the photo will have any effect at all, it can only have a positive influence.
