Purpose of use in article (WP:NFCC#8) for visual identification of the person in question, at the top of his/her biographical article
Not replaceable with
free media because
(WP:NFCC#1)
There do not seem to be any pictures of Bishop Reynolds available online, and we haven't scanned any from the Diocesan archives.
Minimal use (WP:NFCC#3) The file will only be used in the gallery of bishops of the Diocese of Tennessee's Wikipedia page, and perhaps in a future article about Bishop Reynolds.
Respect for
commercial opportunities
(WP:NFCC#2)
The portrait was painted in 2007, and is owned by a parish in the Diocese of Tennessee. Broader advertisement of the artist's skill seems likely only to attract more work. Additionally, the different medium (digital image as opposed to oil painting) and limited size, makes it unlikely that anyone would reproduce the image rather than commissioning a painting from the artist.
Other information The subject of the photograph has been deceased since: 11/3/91
