It's been used loads for decades in media and press to identify her, including being used by the police who wouldn't have intended to make money from it, and it is likely the friend/relative who took this photo wouldn't want to either, considering she was murdered. Also I cropped it and used the black and white version and made it really small so can still use the original proper copy
