Purpose of use in article (WP:NFCC#8)	The attacker dubbed Mr Cruel always covered his face by wearing a balaclava to conceal his identity from his victims and their families. The sketch depicts a customised / tailored balaclava he wore in one his attacks.
Not replaceable with free media because (WP:NFCC#1)	There is no alternative.
Minimal use (WP:NFCC#3)	It will simply serve as the infobox image for the Mr Cruel article as a image of the attacker.
Respect for commercial opportunities (WP:NFCC#2)	Victoria Police produced this as part of their investigation into the abduction and assault of Nicola Lynas. This was distributed freely to the media.
