A definitive date is not available for this photograph but, when compared to a photograph taken of Sasaki in 1950 (File:Gauthier-Takahashi-Sasaki-1950.png), it is clear that it was taken before 1949 and is therefore public domain. Based on his appearance, this photo was taken when Sasaki was in his late 20s, so approximately 1930.
