Les premières limites de la ville
« C’est en décembre 1791 que l’Acte constitutionnel est promulgué. Québec devient alors la capitale du Bas-Canada. En juin et juillet 1792 auront lieu les premières élections. Préalablement, le 7 mai 1792, il y a 225 ans aujourd’hui, le lieutenant-gouverneur Alured Clarke fixe les limites de 21 circonscriptions électorales. À Québec, il crée les circonscriptions de la Basse-Ville et de la Haute-Ville. Ce faisant, il détermine les limites de la ville elle-même. Au sud, à l'est et au nord, on retrouve des limites naturelles, soit le fleuve Saint-Laurent et la rivière Saint-Charles. À l'ouest, on trace une ligne droite à partir de l'Hôpital Général, en bordure de la rivière, et ce, jusqu'au fleuve, de l'autre côté du plateau. Cette ligne suit l'axe de la rue Saint-Ours, aujourd'hui le boulevard Langelier. À la haute-ville, cette ligne passe en diagonal entre les actuelles avenues De Salaberry et Cartier. Depuis ce temps, la ville de Québec s'est étendue vers l'ouest. Néanmoins, encore de nos jours, on retrouve toujours des reliquats de cette ancienne limite. Ainsi, le boulevard Langelier et l'avenue De Salaberry divisent la ville entre l'est, l’ancienne ville, et l'ouest, son extension plus récente. » – Société historique de Québec
