Respect for commercial opportunities (WP:NFCC#2)	If, which is distinctly possible, the image was created in Australia before 1955, then it is already public domain. It is also likely to be a publicity image of the subject created by the Anglican Diocese of Perth, which is not a commercial organisation, and distributed free of charge to inform people as to how the (now long since deceased) subject looked. The image will be used in Wikipedia only in the article about the subject, and only for that purpose. The Diocese already uses the image to illustrate the page on its website that describes the past and present Archbishops of Perth, and that page is accessible free of charge to anyone who has access to the internet.
