Rhode Island Gov. Lincoln Chafee delivers remarks during the 40th Annual Memorial Day Ceremony at Rhode Island Veterans Memorial Cemetery in Exeter, Rhode Island. This year, Rear Adm. Walter E. “Ted” Carter Jr., president, U.S. Naval War College in Newport, Rhode Island, joined with representatives from the State of Rhode Island, distinguished guests and more than 700 local attendees, to serve as Presiding Officer for the ceremony.
