Summary

This is the product of some work done in the USA by a government agency. I would also consider that it is fair use. 1. I can not supply a free version (nor can any other private person) as I do not have XANES equipment and Pu. 2. The material does not replace the market role of the original. The money which could be made from the XANES study is to sell a tool for examining the Pu in the soil belonging to a third party (the picture is not the product) 3. Only a small part of the work is used. 4. The material is published on line and I think in a peer refereed journal somewhere. 5. I think that the graph fits the wiki guidelines for what is suitable as it shows how a physical method is used to characterise something in soil 6. 7. The picture is likely to be used in several articles 8. It is more than a pretty picture, it has a real purpose 9. 10.
