Purpose of use

It is appropriate to display a fair use portion of the webzine in an article about that webzine. The webzine itself is available for free. The issue of it being depicted here is not current (August 2007) and since the webzine is about "current events" in a specific industry, there is no danger that people will go to the Wikipedia article in which the image is used to get useful news that the webzine is supposed to deliver instead of going to the webzine itself and reading a more recent issue that has actual current news in it. The news item depicted in this particular image is notable but old: it is akin to displaying the issue of the New York Times published the day after the assassination of John F. Kennedy (i.e., nobody is going to read Wikipedia instead of the NYT in order to get current news).
