Any book or respectable news outlet wishing to use a version of this photo would still pay to do so - they would not use this instead. As its a scan of a printed document the photo quality was already reduced - thus I am not reproducing the photo in full size, resolution and details and I do not see how the copyright owner (who is not in the business of selling photos anyway) would be harmed commercially.
