The picture was referenced in the newspaper as a "Journal Staff Photo" without mentioning the name of the photographer. Copyrights regulations in Canada states the following: "In the case of a work where the identity of the author is unknown, copyright in the work exists for whichever is the earlier of: the remainder of the calendar year of the first publication of the work plus 50 years, or the remainder of the calendar year of the making of the work plus 75 years." In this case, the earlier would be the former, i.e. "the remainder of the calendar year of the first publication of the work plus 50 years" which would bring the copyrights coming to an end in 2001. Hence, as the author of the picture is anonymous and that the picture was taken 66 years ago, the picture is under public domain. Wikipedia Undeletion Request approved on 18 August 2017.
