The image serves an important purpose to identify the subject of the article. The image is irreplaceable since its subject is not alive. The image is of low resolution. Its publication in English Wikipedia for purely educational purposes would not affect the ability of its original copyright holder, a now defunct Soviet legal entity, to make profit.
