Born in Hanson, Kentucky, Specking came to Alaska following World War II and was one of the first settlers in what is now the southern portions of Anchorage, Alaska proper (a street paralleling the Seward Highway is named for him). Specking later moved to Hope, Alaska and became well known as a wilderness guide and outfitter. He served as a Republican member of the Alaska House of Representatives from 1971 to 1977, when he resigned to become an adviser to Alaska governor Jay Hammond.
