Not replaceable with free media because (WP:NFCC#1)	Fairweather committed his murders at 15 and was jailed for life with a minimum of 27 years, at the age of 17. His young age was a major talking point in the media, so it is much more appropriate to have a picture from his youth rather than when or if he is released. In addition, Fairweather was not known to the public until his conviction. He was also regularly described as someone who did not like to socialise.
Minimal use (WP:NFCC#3)	Small, to be used once in one article as its only non-free image.
Respect for commercial opportunities (WP:NFCC#2)	As this is a personal picture, and of a convicted murderer, there is very little chance that the whoever took it would want to use it commercially.
