Purpose of use in article (WP:NFCC#8)	I believe this image, that I cropped, was provided to a Hawaii state agency, for the purpose of informing guard companies that their badges should not be similar to the other samples provided. Pursuant to Hawaii law, guard company badges cannot look similar to state law enforcement badges. However, due to the authority of Harbor Enforcement Officers, many people in Hawaii do not know what their badge looks like. Thus, I wish to upload the badge here to inform the people.
Not replaceable with free media because (WP:NFCC#1)	I am not that talented. The original photo was taken by a government agency, provided to another gov agency, and posted on another gov agency's website.
Minimal use (WP:NFCC#3)	I only intend on posting this photo on the Hawaii Harbor Police page. Nowhere else.
Respect for commercial opportunities (WP:NFCC#2)	The owner is a government agency, not authorized to market the badge.
