Purpose of use in article (WP:NFCC#8)	Illustrate Baynes's decorative visual style, which Tolkien liked in his minor works (like Farmer Giles of Ham) but thought unsuitable for use inside his major fantasy works as it lacked the "noble or awe-inspiring" quality that he felt Middle-earth illustrations needed. Further, he thought the dragon "ridiculous", as cited in the article, so readers need the image to judge for themselves what he meant, and why he saw it in a different light from the many of Baynes's paintings that he liked. Given that this is the only image in the entire section, and that the section's text and the image support each other, the image cannot be described either as decorative nor as part of a gallery.
Not replaceable with free media because (WP:NFCC#1)	All Baynes's work is in copyright.
Minimal use (WP:NFCC#3)	The image is used only here, and at the usual poor resolution. It is the only Baynes image in the article, and the only image in the detailed and fully-cited scholarly and critical analysis of the section on Baynes.
Respect for commercial opportunities (WP:NFCC#2)	The work has been in print since 1949, and is now widely available at high resolution on the Web, such as at the stated source. The current small thumbnail will make no discernible difference.
