Az első mezőben a tényleges magyar királyi hatalom jelképe, a hármas zöld halmon, nyitott levélkoronából kiemelkedő, apostoli kettős kereszt látható.
A második pajzsmező vágással osztott. A felső mezőben növekvő, kiöltött nyelvű oroszlán jobb mellső lábával szablyát emel. Az alsó mezőben három, hullámos pólya látszik – a gróf niczki Niczky család címeréből.
A pajzs alsó mezejében Temesvár erődrendszere áll falakkal, ablakokkal és lőrésekkel, tetőkkel. A város előtt harántirányban patak folyik – a Bega csatornát jelképezve. Maga az erődrendszer négy részből állt, a címerben csak a Bega jobb partján épült, falakkal és kettős árokkal körülvett város látható.
A 11. században Temesvár székhellyel alapított comitatus a déli irányú magyar határvédelem lényeges eleme volt. A vármegye főispánja viselte a temesi gróf (ispán), Comes Temesiensis címet és az ország védelme miatt oly fontos „déli vidék kulcsa”, Temesvár várának főkapitányi tisztségét is. Hatásköre több környező vármegyére is kiterjedt, s ő maga az ország zászlósurai közé tartozott. Temes vármegye az 1876. XXXIII. törvénycikk és az 1871. évi I. törvénycikk alapján az addigi Temes vármegyéből, Krassó vármegye kilenc községéből és Fehértemplom városból jött létre. Temes vármegye címeres pecsétjét Mária Terézia adományozta 1779-ben, amelyet V. Ferdinánd magyar nyelvű körirattal újított meg 1838-ban: TEMES VÁRMEGYE PECSÉTJE ~ MEG UJITTATOTT. 1837.

Likewise, the Office will not register a government edict issued by any foreign government or any translation prepared by a government employee acting within the course of his or her official duties."
