Sadly we don’t allow any of our copyright images to be used on Wikipedia, because we cannot agree to the open-ended licence terms they stipulate and because of seemingly irreconcilable differences in our views on copyright law.

Regarding whether you can upload scans of original works belonging to C.W.A Scott, your copies of the photos from News Chronicle (1934) (our version: NPG x28780) and Herald Feature Service (1934) (our version: NPG x28775) are out of copyright, so you can upload your own versions quite legally.

This is because copyright in works by unknown individual creators (as here, despite knowing the name of the company) expires 70 years after publication.

Copyright in the Howard Coster (d.1959) picture (x24045), however, belongs to the NPG so you would not be able to upload that one.
