Not replaceable with free media because (WP:NFCC#1)	I have looked for other photographs and have been unable to find any in the public domain. The subject did not die recently, and doesn't seem to have any descendants.
Minimal use (WP:NFCC#3)	This is a low-resolution image that will only be used in one article, namely Lilias Armstrong; no other images of Armstrong are presently in that article.
Respect for commercial opportunities (WP:NFCC#2)	A better quality article about Lilias Armstrong would increase interest in her, and might lead more people to buy the book. People won't be discouraged from buying the book if they see an image from there in this article.
