Summary
This file is purposely not a 1:1 replica of the intitute logo. Although most of the original logo is PD-ineligible text and simple shapes, the portrait is iffy. It clearly is a derivative of File:Asser-Haverman.jpg, which qualifies as PD. But it is hard to assess whether the creator of the derivative added enough creativity to create a new authorship. I personally think it didn't, but like to be on the safe side. So I created my own derivative of the original portrait of mr. Asser. It is not a 1:1 duplicate of the logo. I used a different font and my portrait is much more similar to the original portrait, too similar to create a real new authorship. And I released it under a free license. All these facts should make my uploaded logo fully acceptable for Commons
