Well, the vandal is back, on IP addresses in the range 172.97.0.0/16, which is not covered by the filter, as you can see at User talk:JamesBWatson#An old friend is back. E-dubble Wikipedia Page
It has become apparent to me that E-dubble's wikipedia page has been deleted as of 2014. As someone who believes that people have an interest in the artist, and that he meets the notability guidelines for a musician I ask that you give me permission to create an article on his behalf. Below is all of the criteria he meets for notablity as a musician under the wikipedia guidelines for a musician:
- Has been the subject of multiple, non-trivial, published works appearing in sources that are reliable, not self-published, and are independent of the musician or ensemble itself
- Is an ensemble that contains two or more independently notable musicians, or is a musician who has been a reasonably prominent member of two or more independently notable ensembles.[note 5] This should be adapted appropriately for musical genre; for example, having performed two lead roles at major opera houses.
With millions of views on YouTube and listens on Spotify he is a widely regarded artist with a significant fan base. I have gathered a lot of sourced information on him to support this and write an article on his behalf. Wikipedia has suggested I message you as you had deleted his previous article and have administrative permission over the creation of the article. Please allow me to write a well informed article about this, relatively small, independent artist, as a fan of his work who would like to see him grow and allow fellow fans of his work learn more about him and his history. Thank you for this consideration and I hope you allow me permission to write his page. May I ask why? The band played in the NPR Tiny Desk Contest concert series last night and performed with Tim Heidecker at Jash Fest last month and I was hoping to update the page for them.
I read through your common reasons posting and I suspect that the reason was the Band's notability, however being NPR winners and working closely with a large personality like Tim Heidecker as his personal band for all performances and recordings should, I hope, meet this requirement.

There are many dozens of applications that use S3, so I think creating such a list within the main article would not be appropriate. I do have public references, but hadn't gotten to it yet before you deleted it. Can you please restore so I can complete a stronger initial draft? This deserves its own article since the protocol is an emerging standard and it is not as clear as it should be which applications can utilize this standard. Thank you.

An issue
I'd like to go ahead and submit a report against two of your fellow admins, Ohnoitsjamie and Widr based on what I can only describe as concerted harassment against an editor currently unable to defend his or herself for reasons of talkpage access being revoked rather abruptly. It might be easier if you follow the thread as deleted here[5]. As I understand the scenario, you personally had kept your eye on an acount called User:Shameless Hoompa - and before we go any further, I want it known that I am not affiliated with that account (one is welcome to carry out a CU), and I am not defending the pre-ban edits from that account as indeed they were 100% unacceptable. Anyhow, you issued the editor with a Level 4 warning and as an admin who was aware of his/her contributions, we can safely assume that the Level 4 warning was issued with all previous actions considered. Within a short time, a relatively new admin called Widr who is very free with the "block indef" button came along and overran your Level 4 with an indefinite ban yet no edits were showing as having been made since your warning. The editor appealed, was rebuffed by Ohnoitsjamie, then he stated that he would make a fresh representation but he simply could not figure out way he was blocked. Citing only instances that happened before the L4 warning, Ohnoitsjamie proceeded to revoke his TP access and issued an uncivil summary in the process.
Clearly nothing came to light that was not known to you. When I challenged Ohnoitsjamie over his actions, he could only stick by his "what happened before the L4 warning" weapon. Obviously had it been the case that the account quickly created a vandalism page then naturally it would have been deleted and out of view for ordinary editors in which case any editor would have been right to ban him after his L4. If this was so, then why did nobody mention it when he appealed the first time? Or second for that matter. Come to that, why didn't Ohnoitsjamie tell me. Because the boy/girl was innocent of wrongdoing after his disciplinary from you.
Tell me, as admins, if one is not happy with another admin's L3 or L4 or "block with a time limit", does he have the right to barge in and issue his own arbitrary punishment? If so I cannot see why you gave them an L4 if "ban" was the correct option. Even then, I can't figure out why that wasn't explained to him/her when they made a reasonable enquiry. - It's for the exact reason I do not know procedure that I make this enquiry to you before reporting the two other admins. All I see is that there is some post hoc revisionism in the picture. Whether or not you spotted the earlier clown performances from Shameless Hoompa, my knowledge of procedure is that this is the disciplinary level that governed all actions by Hoompa, likewise it is not always the case that an L4 warning or "only warning" is always accepted as canonical when applied by a non-admin as was the case here. Some admins argue that it is given too soon. Either way, should any admin wishing to override your actions not have notified you first? And even then, should it not have been you to make the change? "Sorry I have to do this, I have just seen that you were adequately warned, this was not brought to my attention when I issued the L4, so it's Goodbye from us". ....or do I really not know policy?
