The Big four are international in so far as having a global presence, but like all organizations they have an ultimate parent that is headquartered in a city. In the same way McDonald's, Shell, Toyota etc all have operations in many other countries, but they have a city where their headquarters are. The parent company of Deloitte that all local member firms report into is Deloitte Touche Tohmatsu Limited, a company registered in London per the fine print on Deloitte's website Thus it is correct to list London as the headquarters.
