Todo: Organize the subcategories of Category:Taxation into the highest priority subtopics I noticed this in the todo - I was thinking that we might be able to address this through the banner template and using an Priority rating (or Importance). If by the banner template you mean the assessment of importance, that will help eventually, but in practice it takes a long time to assess thousands of articles. I was just thinking we needed to make sure Category:Taxation had a reasonably broad range of the most important subtopics as subcats.
