DC in a table in a state column? edit

I'm working with an editor on tables about fraternity chapters. The tables will have City and State of the school as columns. Is there any guidance as to whether DC belongs in the State Column?

DC Tech article edit

I've submitted two drafts on DC Tech and its history - while the first draft needed some work, most recently my submission was denied in a driveby review for reference/notability by a deleted user/bot. I've looked at Wikipedia's articles about Technology Clusters and would say "DC Tech" is now in the top 25% in both notability and article quality. The current re-review queue is 2 months long.
