That this "proposed Wikipedia policy, guideline, or process" was created with a built in merge-proposal would seem to indicate that this is not a serious "policy, guideline, or process" proposal. If Ed Poor wishes the wording included in WP:Advocacy, then he should take it up on WT:Advocacy, not make a WP:POINT here. I would suggest expeditious deletion of this senseless stunt.   • Given the failure of this 'proposal' to gain any support (or any indication that it's creator has even been trying to seek serious discussion of it), and the lack of any further work on it since the day of its creation, almost two months ago, I am proposing altering its status to {{failed}}.
