It needs some censorship to protect some contoversial topics from vandalism.

Sorry, this proposed policy is probably misleading. I am possibly getting censoring and moderating mixed up - for which I apologise. What I meant what some topics need moderating to make sure a NPOV is always put across, but not censoring to make sure no one is offended at all - for example there is no information about the suspected 2000 US presidental election irregularities, because everytime someone puts it on, it is taken off. These people are not saying that there were irregularities, just that many think there were.
