I disagree with the need for a separate guideline for cemeteries. WP:NOTE works perfectly well. As for the criteria, 1) is the WP:NOTE criterium, 2 is completely arbitrary, and 3) is purely US-centric (i.e. we would need to specify for each country which cemeteries are inherently notable). As for the last line: why should they be merged? Many cemeteries are of no interest whatsoever, and don't need a mention in the town article and a redirect. All towns (more or less) have a town hall, churhces or mosques or temples, cemeteries, post offices, libraries, elementary schools, bakeries, main streets, market places, ... There is no need to list or mention these, unless they are of specific interest. Cemeteries which are of some interest but would probably stay a stub anyway can be merged, of course: but cemeteries which just exist but have nothing special or noteworthy should not be mentioned at all, just like every other aspect of a town.
Specific notability guidelines may be a good idea for wide ranges of articles (WP:BIO, WP:MUSIC), but this is overkill. My proposal is to reject this proposal, and just follow the general notability guideline. Fram 13:45, 12 September 2007 (UTC)

Take a look at WP:LOCAL. It does not seem necessary to have a separate guideline for cemeteries, if one for local monuments (and so forth) can be written instead. >Radiant< 11:50, 20 September 2007 (UTC)
