Creating a 12M pool edit

After I closed the 4M pool because the number of articles reached its value (3.2M,) I created an 8M pool. However, because there already is a 10M pool, I would like to know which makes more sense between the 2 following suggestions:

  1. Create a 12M pool when this pool is closed
  2. Create a 12M pool when the 6M pool is closed
